The virtual industry day will highlight opportunities for Veteran-Owned small businesses, and other small and disadvantaged businesses that seek to do business with the Office of Mission Support (OMS). Participants will learn about the program office’s mission and priorities, and understand the requirements, best practices, and expectations of doing business with the organization. Attendees will also have an opportunity to attend networking break-out sessions with OMS acquisition leaders.

The VBA Office of Mission Support, The Acquisition Directorate, supports VBA’s strategic goals for delivery of Veterans benefits through a nationwide of acquisition professionals who ensure quality and compliant procurements of supply and service requirements in a timely and cost-effective manner. We are part of the Office of Mission Support’s efforts to provide the support, tools, and resources to ensure VBA can build, sustain, and improve our capability to serve our Nation’s Veterans.

Todd Hunter


Deputy Executive Director and Head of Contracting Activity


Office of Mission Support

Todd Hunter was appointed Deputy Executive Director, Office of Mission Support on April 23, 2023. In this role, he is the principal advisor to the Executive Director for Mission Support and key officials within the Department of Veterans Affairs (VA) and the Veterans Benefits Administration (VBA). He is instrumental in improving VBA’s operations including Acquisition; Administration; Facilities; Freedom of Information Act; Privacy, Procurement; Operations, Safety, Security and Preparedness; and Watch Operations. In addition to managing 6.3 million square feet of VBA space, Mr. Hunter hasserved as the Head of Contracting Activity since October 2023 making him responsible for managing contracting activity, procurement, and acquisition functions in direct response to VBA’s strategic goals and objectives. Additionally, he provides guidance and oversight to a multi-disciplined organization with over 200 acquisition professionals and support staff.Prior to his appointment as Deputy Executive Director, Mr. Hunter served as Executive Director of the Business Operations Center and instituted a comprehensive, single source of accountability within the VA’s Office of Acquisition, Logistics, and Construction (OALC) inclusive of workforce management and planning, emergency preparation, continuity of operations, and strategic financial oversight. Mr. Hunter served as Acting Associate Executive Director for the Strategic Acquisition Center where he led a geographically dispersed organization of acquisition professionals providing dedicated acquisition and program management expertise and life-cycle management support via delivery of strategically sound contracts on an enterprise-wide scale. Between 2017 and 2019, pursuant to Presidential Executive Order 13793, VA’s Office of Accountability and Whistleblower Protection (OAWP) was established. Mr. Hunter was appointed Deputy Executive Director for OAWP, provided oversight for the Secretary's accountability priorities and final review, and advised VA leadership in coordination, direction, and evaluation of whistleblower protections and senior leader accountability.Mr. Hunter served with the United States Army for 22 years. His assignments included two tours in the 3rd Infantry Regiment (The Old Guard) at Fort Myer, Virginia, a tour with the United States Army Personnel Command, and numerous other assignments.Mr. Hunter received the Legion of Merit Medal and the Women’s Veteran Interactive Trailblazer’s Award. In recognition of his contributions to the Army and his commitment to community service, Mr. Hunter was awarded the prestigious Association of the United States Army’s Bainbridge Award. He is a distinguished member of the Old Guard and belongs to several non-profit organizations including Association of the United States Army and the Army Historical Association. Mr. Hunter holds a Bachelor of Science in Management degree from National Louis University.

Courtney Coble


Assistant Director, Equity Project Management and Data Analysis, Office of Equity Assurance


Courtney N. Coble is a passionate leader with demonstrated success while serving in numerous dynamic roles promoting mission-driven stakeholder engagement, strategic program and project management and diversified business acumen at all levels.In her Assistant Director role, Ms. Coble spearheads VBA’s equity mission to include oversight of the VBA Benefits Equity Assurance Plan and VA’s Agency Equity Assurance Plan consisting of over 80 unique, complex, and targeted equity-related goals requiring extensive strategic planning and interagency and external stakeholder collaboration. Additional responsibility includes acquisition management of Office of Equity Assurance’s contract portfolio, program/project management, data and risk performance management, and processimprovement, automation, and innovation to support evolving mission requirements.Prior to her appointment as Assistant Director, Ms. Coble served as Executive Management Officer and Assistant Director of Post Separation in VBA’s Office of Outreach, Transition and Economic Development and was responsible for its substantial $71M budget, overseeing a diverse workforce comprised of 219 dedicated employees, and playing a pivotal role in shaping VA's outreach and support for over 9 million Veterans, active service members, and their families throughout the Military Life Cycle. Additionally, as Chief and Lead Program Manager for the Compensation Service Training Management, Interagency Liaison Staff she was responsible for providing oversight of National Training Curriculum (NTC), Warrior Training Advancement Course (WARTAC), Challenge Training, Training Responsibility, Involvement and Preparation of Claims (TRIP) Training and myriad additional organizational training initiatives with national impact supporting over 30,000 VBA employees, Veteran Service Officers and contractors.

Kim Donna


Chief of the Enterprise & VA (EVA) Automation, Office of Business Integration (OBI)


Kim Donna is the Chief of the Enterprise & VA (EVA) Automation team in Office of Business Integration (OBI). Her team is instrumental in providing cross-organizational automation projects to promote modernization in processing and reduction of administrative burden on field resources. The team collaborates with multiple agencies such as VBA, NCA, VHA, and BVA.Kim transferred to OBI in August 2021 from the Waco Regional Office. She began her career as a Veterans Service Representative in the Waco Regional Office in 2014 and progressed to a Rating Veterans Service Representative and Assistant Coach before assuming full responsibilities as a supervisor in 2020. Kim also participated in a six-month detail as an Overseas Military Services Coordinator in 2019 during which she provided mobile public contact assistance to Veterans in Germany, Belgium, and the Netherlands. Kim completed a 30-day detail as the AVSCM of Hartford Regional Office October 2021. Her experience in OBI as a Program Analyst, Senior Program Analyst, and current position as Chief has enabled her to experience various facets of streamlining business processes in records requests, records digitization, mail processing, claims processing, and automated solutions.Kim holds a bachelor’s degree in Business Administration, Human Resources Management, from Texas A&M-University of Central Texas.Kim has participated in various leadership programs as a cohort mentor as well as a mentor. Kim was part of the FY17 LEAD Cohort and FY21 LEAP Cohort as a participant. Kim has served as a mentor during the FY22 and FY24 LEAD Cohorts. She has earned the Mid-Level FAC/Program and Project Manager certification.Prior to becoming government employee, Kim served on active duty as a Combat Medic for eight years.

Kenya Dubose


Budget Analyst, Budget and Acquisitions


Kenya Dubose joined VBA in September 2021 with MDEO, where she served as a Budget Analyst within the Budget and Acquisitions Team, responsible for monitoring and executing day-to-day financial activities that included the development, analysis, and evaluation of a $36B program budget. Kenya continued lending her budget expertise when she joined EDU in December 2022 as the Senior Budget Analyst. Kenya is responsible for developing, implementing and analysis of the general operating budget that aligns program and financial activities with VBA strategic goals. Prior to joining VBA, she served as the principal budget analyst for the Division of Global Programs within the Office of Global Health for the PEPFAR program at the Department of Health and Human Services (HRSA). Responsible for the management, financial tracking and disbursement of funds and ensuring all administrative and financial operations were completed in compliance with applicable regulations and authority. Kenya has been in the Federal Government for 26 years and brings a wealth of budget knowledge and experience. Preceding HHS employment, she also worked for Voice of America as an Administrative Officer and Corporation for National Service with varying roles of responsibility. Kenya holds a bachelor’s degree in management studies from the University of Maryland, University College, and the Federal Financial Managers Certification from Management Concepts. In 2023, she completed the Pat Tillman Leadership Foundation on Leadership and Development.

Dave King


Assistant Director, VA Insurance Service


Mr. King was appointed as the Assistant Director, VA Insurance Service in February 2022. In his current role, he oversees the Insurance Service Finance and Business Integration divisions which includes Insurance Business Systems Support, Actuary, Finance, Accounting, Budget, Risk Management, and Internal Controls. This includes overseeing the finance and actuarial services supporting $1.5T dollars of insurance coverage.Mr. King began his service in VBA in September 2008 as a Veterans Service Representative at the Philadelphia Pension Management Center. Mr. King next joined VBA’s North Atlantic District in June 2013 as a Management Analyst. In this position, he helped coordinate the execution of VBA initiatives and functioned as the liaison between VBA Regional Offices and VBA’s Central Office. In September 2018, Mr. King joined Insurance Service as the Chief of Operations Oversight and Budget, later transitioning to Chief of Budget and Risk Management in December 2020. Mr. King also oversaw the Insurance Service Enterprise Risk Management program, functioning as the Insurance Service Chief Risk Officer, and the Insurance Service Accounting program. His past experiences in Insurance had him oversee internal business processes, the Insurance Statistical Quality Control program, Insurance data analytics, and data modernization.Mr. King earned a B.S. in Marketing from King’s College, Wilkes-Barre, PA. As a former college basketball player, Mr. King maintains his love of sports via the Philadelphia 76ers, Penn State Nittany Lions, and the Buffalo Bills. He currently lives with his wife Amanda, eight-year-old daughter Lilyanna, five-year-old daughter Maelynn, and two-year-old son Benjamin in Havertown, PA.

Becky Lindstrom


Director, Office of Benefits Automation


Becky Lindstrom serves as the Director of Benefits Automation. She is responsible for the development, implementation, and optimization of automation capabilities to improve claims processing and delivery of benefits to Veterans. She is responsible for the engagement with employees to ensure the Automated Decision Support tools and functionalities are useful in assisting claims processors in making consistent and equitable claims decisions.Prior to her current assignment, Becky was an Assistant Director in Production Optimization within AutomatedBenefits Delivery. She was responsible for VBA system enhancements, communication to users on system deployments, and strategic communications on claim automation processing.Additionally, Becky served as a Program Analyst in the Office of Administrative Review and Office of Field Operations. She was responsible for centralization of Appeals Modernization Act claims and Legacy Appeals to three Decision Review Operating Centers. Becky was integral in the realignment of the VBA District Offices from five to four offices. She served as the OFO contact for Centralized Mail, Centralized Printing, and many other VBA initiatives.Prior to joining OFO, Becky was an Assistant Service Center Manager in the St. Paul Regional Officer. In this position, she was responsible for multiple claims processing teams, the Quality Review Team, and the Appeals Team. She was responsible for the workload management of over 400 employees. Additionally, she was involved in several pilots and special missions at the St. Paul Regional Office. During Becky’s time at the St. Paul Regional Office, she was a Coach, Assistant Coach, and Veterans Service Representative.Becky is a graduate of Leadership Enhancement and Development Program (LEAD) in 2010 and Leadership Veterans Affairs (LVA) in 2020.Becky is a graduate of Gustavus Adolphus College with a Liberal Arts Degree in Sociology and Psychology. Becky resides in Minnesota, with her husband, two young boys, and dog.

Joshua Robinson


Chief, Business Systems Support, VA Insurance Service


Mr. Robinson has served as the Chief of the VA Insurance Service, Business Systems Support staff, since May 2016. In his current role, he oversees teams responsible for the development and operations of Insurance business applications and IT systems. Mr. Robinson works closely with VA Office of Information and Technology to communicate Insurance business needs and coordinate the delivery of IT solutions.Mr. Robinson began his career in VA in April 2004 as an IT Specialist in the VA’s Philadelphia Information Technology Center. As a member of the Internet Integration Team (later known as VA Web Operations), Mr. Robinson worked on the development and implementation of numerous VA Web Applications, gaining a wide range of technical expertise in areas such as Application Development, Information Security, System Administration, Database Design and Optimization, Performance Stress Testing, Web Service Architecture and Systems Integrations.In February 2013, Mr. Robinson was promoted to the position of Facility Chief Information Officer for the VBA Philadelphia Regional Office, Wilmington Regional Office, and Insurance Center. In this role, he supervised teams of IT Specialist and contractors responsible for providing desktop support services and LAN administration for approximately 2,500 end users.Mr. Robinson earned a B.S. in Information Sciences and Technology from Pennsylvania State University, State College, PA. He currently lives with his wife Samantha, two teenaged sons and 10-year-old daughter in Haverford PA.

Carla Walker


Supervisory Management and Program Analyst


Carla Walker joined the Veteran’s Benefits Administration, Education Service in March 2022. She serves as the Supervisory Management and Program Analyst (Budget) with the Executive Support team. In this role, Carla manages over $106.5M in EDU mission support to include training, travel, supplies, equipment, supports services, awards, and overtime. In addition to managing all phases of the budget cycle, she oversees the EDU Privacy and Records Management program.Prior to joining VBA, Carla worked as a budget analyst for the National Nuclear Security Administration of the Department of Energy. She was responsible for managing all phases of the budget cycle for the Defense Nuclear Security (DNS) operations programmatic account as well as their salaries and expense account. Carla was responsible for deliverables such as the Congressional Budget Justification, OMB briefings, spend plans, status of funds reports, and FMFIA reviews. She also served as a COR, Small Business Liaison, Training Coordinator, Travel Authorizer and Audit Point of Contact for DNS. She brings over 19 years of federal experience in budget and program support.Ms. Walker holds a bachelor’s degree in finance from The University of North Carolina at Charlotte. A few of her professional accomplishments are receiving Education Service’s most prestigious honor, The Lincoln Award, completing the Emerging Leaders program through the Pat Tillman Leadership Institute, graduating from the General Service Administration’s management intern program, participation on the 2009 Presidential Inaugural team, a Merit Award for her leadership and exceeding the 2014 goals in the Commander Naval Installations Command Combined Federal Campaign, and successfully completing the President Management Council’s Interagency Rotational Program.

Shebba Williams


Director, Business Investment Management, Office of Business Integration (OBI)


Ms. Williams is a collaborator and trusted advisor with 20 plus years of leadership, management and consulting experience implementing and facilitating business transformation in the Federal and private sectors.She currently leads the Business Investment Management (BIM) Division in the Office of Business Integration (OBI), leading the Veterans Benefits Administration’s (VBA) information technology (IT) investment management strategy and planning to ensure VBA’s business needs are captured, prioritized and primed for timely execution, while maximizing benefits for Veterans. Ms. Williams also leads and facilitates the Investment Management Council with membership comprising of senior leaders from all 18 Business Lines and Staff Offices ensuring transparency, coordination and decision recommendations regarding IT investment management activities.Ms. Williams earned a Master’s in Public Administration with a focus on Leadership and Change Management from American University. Her undergraduate degree is in Business and Finance from University of Maryland. Ms. Williams is also a graduate of the Federal Executive Institute (FEI) Program and has expertise in program management, Lean Six Sigma, Agile Development and Prosci Change Management.Ms. Williams lives in Hyattsville, MD with her two daughters (13, 10) and husband and is often cheering and volunteering at her daughters’ swim meets. She loves reading, traveling and connecting with friends and colleagues.
