This VBOS is a precursor to explore interest for a construction contract at Western New York National Cemetery.
This VBOS entail a Pre-Proposal Conference for the Western New York National Cemetery solicitation. The VBOS will be held after the solicitation is issued and is planned for approximately October 2022.

The estimated dollar value of this procurement opportunity is between $20,000,000.00 - $50,000,000.00.
The purpose of this project is to provide a permanent maintenance complex for the staff at Western New York National Cemetery. Staff currently occupy two trailers near the entry boulevard on the west side of the cemetery. One trailer is located on the proposed loop road that will eventually connect the east and west portions of the cemetery.
Western New York National Cemetery is located approximately 15-miles east of downtown Buffalo, NY, and totals 269 acres. The site is southeast of the intersection with Indian Falls and Allegheny Roads. The surrounding lands are rural in character with agricultural and residential uses.
In 2014, the VA purchased 132 acres of land for the development of WNYNC. During the master planning process, site constraints in the original parcel presented challenges in balancing vehicle accessibility, a serene design setting, and interment capacity. As the planning process was in motion, two adjacent parcels became available for purchase. Acquisition of the adjacent 60-acre (Parcel 2) and 75-acre (Parcel 3) parcels, allowed for interments to be maximized on Parcel 1 and the cemetery entrance to be located on less-traveled Indian Falls Road.
The master plan shows development on the 60-acre parcel. Existing wetlands occupy much of the 60-acre parcel and provide a southern border to interment development. Parcel 3 was acquired after the development of the master plan and is now available for future development.
The project goal is the preparation of a Design-Build (DB) Request for Proposal (RFP) comprising a design-build RFP construction contract package (project requirements, concept plans, RFP specifications, basis of design narrative, design analysis, engineering calculations, cost estimate, etc.).
Project Goals Include:
- Provide a permanent maintenance building with staff parking and a maintenance yard with covered storage bin building, pole barn structure, and above ground fuel tanks using program developed in Phase 1A.
- Provide area for outsourced contractors.
- Provide a connection road in the maintenance area to the existing cemetery that will become the public’s east west loop road.
- Minimize impacts to the wetlands.
- Minimize impacts to visitors of the cemetery.
Maintenance Area
- Access Road to maintenance area is now located on eastern side of 70-acre parcel. Outsourced Contractor access drive is accessed from Indian Falls Road.
- Relocated temporary Committal Service Shelter is located to western edge of parking lot to function as outdoor shelter.
- Pole Barn structure faces east for better solar orientation.
- Fuel Island located within maintenance yard with easy access for maintenance vehicles.
- Emergency generator is located on eastern side of Maintenance Building and within the maintenance yard.
- Maintenance bays are south facing.
- Storage Bin Building is located outside of maintenance yard with doors facing south.
Honor Guard Area
- Honor Guard Building location is near Committal Service Shelter 1.
- Honor Guard Building floor plan includes windscreen wall on west side of porch.
- The cemetery has approximately six (6) services per day. Honor Guard participants are volunteers and active-duty Army, Marine Corps, Navy, Air Force, and Coast Guard personnel arriving from different locations. Parking includes 20 parking spaces (19 standard and 1 accessible parking space).
- The Honor Guard Area should be screened from public view to the extent possible. This requires screening from the loop road, Committal Service Shelter 1, Burial Section 10, and future development (Columbarium B and new loop road).
