In 1971, after the San Fernando earthquake when two VA buildings collapsed, VA began to undertake a full seismic safety program. Title 38 - United States Code, section 8105 required the Secretary to assure that each medical facility constructed or altered shall be of construction that is resistant to fire, earthquake, and other natural disasters. This initiated the creation of the Secretary’s Advisory Committee on Structural Safety of VA Facilities, which formally approved in 1975 the original VA Seismic Design document, H-08-8, Earthquake Resistant Design Requirements for VA Facilities. These requirements were developed with the concept that all VA Essential Facilities must remain in operation after an earthquake and were far in advance of National Codes.
The Department of Veterans Affairs (VA,) Office of Construction & Facilities Management (CFM) is responsible for the planning, design, and construction of all major construction projects greater than $20 million. The procurement opportunity this event presents are CFM’s expectations to confirm and validate Seismic Project Book scopes and define project requirements, identify and help mitigate project risks, and establish designs to budget for new Capital Asset projects. The Project Book (PB) will be an assembly of Government Furnished Information (GFI) and pre-design studies and analysis performed by the IDIQ-AE which will result in a reliable definition of project requirements and form the foundation of all subsequent design efforts for this project.
The PB will catalog and refine a “needs analysis” for all seismically deficient structures, collect comprehensive engineering information of the proposed site (GFI), existing utilities if applicable, project technical requirements and existing building conditions (if an existing building is to be modified). The PB will identify all spaces likely to be disrupted during likely seismic corrections, and establish a Space and Equipment Planning System (SEPS) Program for Design (PFD) for renovation and/or new construction if applicable to the seismic solution identified in the Project Description.
This event is a Business Opportunity Sessions (BOS.) The BOS will review CFM’s procurement opportunities relevant to the below North American Industry Classification System (NAICS) codes as a question and answer forum during which CFM will seek to gain insights from firms regarding the industry’s best practices in the interest of navigating CFM’s PB procurement challenges.
