National Defense Authorization Act for Fiscal Year 2021 directed the Small Business Administration (SBA) to create a Governmentwide certification program for Service-Disabled Veteran-Owned Small Businesses. Effective January 1, 2023, SBA assumed responsibility for certifying Veteran-Owned small firms. If you have questions, please contact SBA at vetcert@sba.gov . The Department of Veterans Affairs Presents “Getting to Know OSDBU - Women Mean Business”

On January 25, 2021, President Biden issued EO 13985 requiring agencies to recognize and work to redress inequities in their policies and programs that serve as barriers to equal opportunity. It directs agencies to advance equity for all, including people of color and those who have been historically underserved and adversely affected by persistent poverty and inequality.
The EO directs each agency to assess whether its programs and policies perpetuate systemic barriers to opportunities and benefits for people of color and underserved communities and produce plans to address any identified barriers to full and equal participation in programs and in agency procurement and contracting opportunities. These priorities also align with additional EOs and other authorities including EOs 13988, 14020, 14031, and 14035; and the Presidential Memorandum, Condemning and Combating Racism, Xenophobia, and Intolerance Against Asian American and Pacific Islanders in the United States.
