About The Program Office

The VHA Procurement and Logistics Organization (P&LO) healthcare support organization within the Operations and Management branch of VHA, serves in four fundamental roles:

Maintaining a supply chain management system for VHA by providing procurement and logistics services.
Exercising oversight and stewardship responsibilities for the VHA Procurement and Logistics Program to ensure compliance with laws, regulations, and national policies governing federal acquisition and property management.
Ensuring customers are served in a manner that meets their needs.
Promoting excellence in business practices through acquisition, administrative, financial, and clinical efficiencies.

Ms. Fernandez has been a faithful small business advocate and professional contracting officer, starting her career in contracting with the Department of the Interior, Bureau of Land Management over 40 years ago.  Before accepting the position of Small Business Specialist, Ms. Fernandez was the Supervisory Contract Specialist for the El Paso VA Healthcare Clinic.  Prior to her tour with the VA, she was a purchasing agent/contracting officer at the Bureau of Land Management office in Las Cruces, New Mexico and assisted on an interagency emergency support group supplying purchasing and contracting support during wild fires and national disasters throughout the United States until September 1993 when she left the government for a number of years to attend the University of New Mexico Law School in Albuquerque, New Mexico.  She then pursued her law career with the U.S. Attorney’s Office and the Chapter 13 Trustee’s Office among other private law firms before returning to federal service.Ms. Fernandez left the private legal sector and returned to the federal government to work for the Department of Veterans Affairs and assist the Veterans of this nation.  She believes this is where she belongs as she feels honored and is committed to supporting the veterans in her daily work. Ms. Fernandez works closely with the local VA acquisition professionals to ensure special attention to small business concerns and other socio-economic groups.She was awarded the 1st Annual National Small Business Specialist Award by the VA OSDBU Office at the National Veterans Conference in New Orleans August 2011 and in 2013 received a Commendation from Secretary Shinseki. Mr. Khan has over 16 years of Federal experience.  Jay began his contracting career in 2004 with the Department of Interior, Interior Business Center/Acquisition Services Directorate (DOI/IBC/AQD). He has also worked at the Department of Interior, Bureau of Indian Affairs (DOI/BIA) earning his FAC-C III certification. He has worked as a Contract Specialist, Contracting Officer, Contracts Team Lead and Training Coordinator. Mr. Khan has experience with various types of contracts such as Firm Fixed Price, Labor Hour, Time and Material and Architect and Engineering.In additional to his FAC-C III certification Jay also has a Masters of Business Administration (MBA) from the University of Maryland Global Campus (UMGC).In 2017 while at BIA, Mr. Khan transitioned from contracting professional to Small Business Specialist to serve as an advocate for small businesses and provide contracting and small business guidance to contract staff. In October 2018, Jay came to the Department of Veteran Affairs, Network Contracting Office 22, as the Small Business Liaison and is responsible for the oversight of the small business program for the NCO 22 region. Mr. Khan assists contracting staff with small business-related questions, monitors small business goals performance, assists vendors by addressing questions and providing guidance.  Jay also executes virtual outreach events in conjunction with Procurement Technical Assistance Centers (PTACs) and industry days. In addition to these duties, Jay also ensures contracting staff receive beneficial training and communicates any updated small business-related information. While performing these duties, Jay also executes several other responsibilities to further assist mission partners, contracting staff and the vendor community. "}]}
