Overview
The U.S. Department of Veterans Affairs, Office of Procurement, Acquisition, and Logistics (OPAL), Technology Acquisition Center (TAC), and the Office and Information and Technology (OIT), in collaboration with the Direct Access Program, will host a virtual vendor demonstration event.
Vendors selected by the VA TAC-OIT panel will participate in a videoconference to demonstrate the product’s capabilities as outlined in the Minimum Technical Requirements (MTRs) listed below.
Minimum Technical Requirements (MTRs)
• Shall provide a non-physical pager, non-life safety text messaging software application solution that delivers Federal Risk and Authorization Management Program (FedRAMP) HIGH secure, and encrypted alpha, numeric and graphic communications to Government Furnished Equipment (GFE) mobile smartphone devices or Bring Your Own Device (BYOD) mobile smartphone device.
• Shall demonstrate/document current FedRAMP HIGH Authorization or document FedRAMP In-Process designation provided to Cloud Service Providers (CSPs) actively working towards a FedRAMP HIGH Authorization.
• The mobile messaging software application vendor shall be responsible to demonstrate/document current Federal Information Processing Standards (FIPS)-199 Security Characterization HIGH.
• Shall provide a messaging software application that protects the confidentiality and integrity of all electronic Protected Health Information (PHI), Personally Identifiable information (PII), Sensitive Personal Information (SPI), VA sensitive information, created, transmitted, received, and maintained/stored as alpha-numeric text messages. For all solutions, the highest water mark FIPS Data Security Characterization attributable to VA’s Personal Identifiable Information (PII), Personal Health Information (PHI), and VA Sensitive Patient Information (SPI) is HIGH.
• Shall provide a solution that supports transmitting text, images, pictures, and documents that protects Personally identifiable information (PII), Protected Health Information (PHI)
• No government data or information exists on device (No VA information or data exists, stored, or saved on device).
• 100% separation of government/corporate and personal device data and information (Preserves end-user privacy).
• 100% privacy of personal data (Reduces security risks with no data at rest and no data in transit).

Scope of Work
The VA Office of Information and Technology (OIT), End User Services, is leading the effort to modernize alpha-numeric and numeric text messaging communication technology from mobile physical pagers, that utilize a combination of satellite and terrestrial radio networks, to a non-physical pager, non-life safety packet switching and Transmission Control Protocol (TCP)/Internet Protocol (IP) protocols mobile device software application text messaging communication solution architecture. The solution’s mission-critical principal strategic requirement shall be secure, encrypted, and Health Insurance Portability and Accountability Act (HIPAA)-compliant text messages.

About the Office of Information and Technology (OIT)
The Office of Information and Technology’s (OIT) End User Services (EUS) division maintains and oversees the IT support systems crucial for VA employees to serve Veterans, their families, and caregivers effectively.
EUS offers a comprehensive list of products and services tailored to meet the diverse needs of our workforce. This includes IT Service Management, which encompasses the identification and resolution of major incidents, event management, and monitoring. Endpoint End User Management covers the development, implementation, and deployment of state-of-the-art technologies to desktops and mobile devices across the enterprise. Additionally, EUS provides Activations and Implementation Support, which covers deploying new IT processes, capabilities, and system installs in the field.
The Enterprise Service Desk (ESD) is VA’s single point of contact for providing Tier 1 IT support. The ESD includes the Knowledge Management team, which oversees a robust knowledge article repository, and the Conference Management team, which supports teleconferencing needs across the enterprise. Corporate Facilities Management oversees space planning and lease agreements and ensures utilities are in place while establishing safe and secure IT environments.
